New General Manager Announced

Snowy Valleys Council has announced the appointment of its new General Manager, who will lead the organisation for the next three years.

Mayor Julia Ham confirmed the appointment to staff, saying, “It gives me great pleasure to announce that Jessica Quilty has been appointed as the new General Manager of Snowy Valleys Council.”

Mayor Ham said Ms Quilty’s appointment will provide strong and stable leadership as Council works through the de-amalgamation process and prepares for the establishment of the new Councils.

“Having a permanent General Manager is vital to maintaining the high standards our community expects. I congratulate Jessica on her appointment, and Council looks forward to continuing to work with her to deliver the goals we were elected to achieve,” said Mayor Ham.

Ms Quilty joined Snowy Valleys Council in 2023 as Director of Community and Corporate and has served as Acting General Manager for the past 12 months. She brings 19 years of Local Government experience across NSW Metropolitan and Rural Councils in numerous executive roles. Jessica holds a Bachelor of Business Management and a Master's in Local Government.

Ms Quilty said that she is committed to working collaboratively with Council, staff and the community to support a smooth de-amalgamation transition and maintain service delivery over the next 3-year period.

“I am honoured to be appointed as General Manager,” Ms Quilty said. “Snowy Valleys is a strong and resilient community, and I look forward to continuing to work with Council, staff and our communities to deliver quality services and positive outcomes for the region.”

In December last year, Council resolved to engage Capstone Recruitment to undertake an open and competitive recruitment process for the General Manager position, for a contract term of up to three years, or until the commencement of the two new Councils in September 2028.

The position was advertised late last year, with interviews conducted by the elected Council in early February.

As the principal officer of Snowy Valleys Council, the General Manager is responsible for the efficient and effective operation of the organisation and for ensuring Council’s decisions are implemented.
