Snowy Valleys Council has appointed a Chief Transition Officer to oversee the de-amalgamation process.

Council’s General Manager Jessica Quilty said the appointment followed an extensive recruitment process.

“I am pleased to advise that Ms Nicole Jenkins has accepted the role as our Chief Transition Officer,” said Ms Quilty.

“This role is critical to successfully delivering the transition and Ms Jenkins brings extensive experience providing strategic advice and leading organisational responses to complex projects and change initiatives,” Ms Quilty said.

Mayor Julia Ham said the successful candidate demonstrated strong experience in change management and local government leadership and stood out during the competitive recruitment process.

“We are confident Ms Jenkins will be able to hit the ground running and guide Council through this significant organisational transition,” Mayor Ham said.

Deputy Mayor Hugh Packard also observed the screening and interview process alongside the Mayor.

The recruitment process was conducted on Council’s behalf by Capstone Recruitment, with the position offered on a three-year contract.

Key accountabilities include leading Council’s Transition Team and developing an organisational change initiative and associated roadmap for de-amalgamation. Financially, the development of budgets and plans that support sound fiscal management and sustainability of the two new separate organisations will be critical.

Ms Jenkins currently serves as Executive Officer, Performance & Communications at Central Coast Council, where she provides strategic advice to the Chief Executive Officer and oversees the development and implementation of key strategies in performance and communications.

Her portfolio includes Integrated Planning and Reporting, business Innovation and continuous improvement, strategic communications and media, digital services and marketing, community engagement and internal communications. Prior to Central Coast, she served as Executive Manager, People and Performance at Campbelltown City Council.

Ms Jenkins will commence her role with Snowy Valleys Council on 8 April 2026.

Council is progressing towards a proclamation date of 1July 2028 when the two new councils are expected to be formally established.
