Key Decisions from September 2021 Council Meeting

Council’s Monthly Ordinary Meeting was held virtually on Thursday 16 September 2021, with all nine Councillors in attendance. The meeting was livestreamed on Council’s YouTube channel.

At the meeting Council was presented with the following reports:

ELECTION OF MAYOR AND DEPUTY MAYOR FOR THE PERIOD ENDING 4 DECEMBER 2021 – Councillor James Hayes was re-elected Mayor and Councillor John Later was re-elected as Deputy Mayor for the period up to the Local Government Elections on December 4.

VOTING DELEGATES AND PROPOSED MOTIONS FOR THE LG NSW ANNUAL CONFERENCE 2021 - The mayor and deputy mayor were authorised as Snowy Valleys Council’s voting delegates for the LGNSW 2021 Board Elections and the LGNSW Annual Conference.  The LGNSW Annual Conference is the pre-eminent policy making event for the local government sector. Resolutions of the Conference help determine the policies and priorities for LGNSW and the sector.

Council approved two motions for submission to the conference. One calling the NSW Government to address the challenges of financial sustainability for local Government and another calling for clarification and expediting of matters relating to the Boundaries Commission independent statutory review announced in July 2021.

FINANCIAL PERFORMANCE AS AT 31 JULY 2021 - The report provided Council a review of income and expenditure against budget for the period from 1 July 2021 to 31 July 2021. Total Operating Results after Capital Items for July show a variance of $72,794 against budget.  This report provides a point in time report for the financial year, noting that more adjustments may be made.

STATEMENT OF INVESTMENTS - AUGUST 2021 - Council received the report on Statement of Investments – August 2021 noting that cash and investments increased $2.5M during August 2021. To control the credit quality on the entire portfolio, Council limits the percentage of the portfolio exposed to any particular credit rating category.

DA2020/0191 - CARAVAN PARK - 30 PADDY RIVER FALLS ROAD BURRA – Council deferred any approval of this development proposal to the  October Extraordinary Council Meeting in order to receive further information.

COMMUNITY RECOVERY REPORT SEPTEMBER 2021 - Councillors welcomed this update regarding ongoing Community Bushfire Recovery efforts across the region.  The report provided a summary of progress made against key deliverables set up by Resilience NSW and managed by Council’s Community Recovery Officer. While Covid-19 restrictions have curtailed certain social recovery initiatives such as community engagement and much face-to-face contact, Council’s recovery support is continually adapting to meet the current needs of the community and is focused on a whole-of=community approach to support all towns and villages in the Snowy Valleys.

20/21 SNOWY VALLEYS COUNCIL LOCAL HERITAGE GRANTS – Council endorsed five Local Heritage Grant applications for funding to the value of $13,750. The Local Heritage Grants are co-funded by Council and the Office of Environment and Heritage NSW.

MINUTES OF COMMITTEE MEETINGS - Council received reports on minutes from a range of S355 council committees

CONFIDENTIAL REPORTS:

WRITE-OFF OF DEBTS – Council approved $6,684.24 in write-offs and adjustments for the period 1 March 2021 to 31 August 2021. It is important to note that a debt that has been written off does not prevent Council initiating legal proceedings in the future to recover the debt. Any amount written off will be adjusted if part or all the debt is subsequently recovered.

REQUEST FOR TENDER 2021/06 - DESIGN AND INSTALLATION OF AERONAUTICAL GROUND LIGHTING (APL/PAPI) - TUMUT AERODROME – Council accepted the tender from Avionics Airfield Lighting Pty Ltd for design and installation of aeronautical ground lighting at the Tumut Aerodrome.  This work forms part of the broader Tumut Aerodrome Improvements project valued at $12.5M.

REQUEST FOR TENDER 2021/08 - SUPPLY OF BULK MATERIALS – Council accepted a panel of preferred suppliers as recommended by the tender evaluation panel, for the supply of bulk materials for a period of one year with the option to extend to two years, subject to performance.

An Extraordinary Meeting of Council will be held at 2pm on Thursday 7 October and the next Ordinary Meeting of Council will be held on Thursday 21 October 2021, starting at 2pm.
